    In an effort to reduce global warming, the Alberta Oil Sands project in Canada has taken a few knocks, to say the least. In the most recent Reuters Global Energy Summit held in Washington today, Steven Chu, the US Energy Secretary, stated that an agreement would have to be reached regarding the Oil Sands project and its impact on the environment. A firm believer in technology, Chu believes that this will be the answer to the Canada Oil Sands industry, which brings the largest supply of foreign crude oil into the US. Since the 9th March 2009, various stocks have risen from 1 percent to over 50 percent, leading strategists to believe that the worst economic crisis since the Great Depression of 1929 is slowly coming to an end.     Approval was given by the Maryland Public Service Commission for Columbia Gas to allocate nearly $62, 400 to its Fuel Fund, while Pennsylvania added more than $ 572, 000 to the fund. The fund is there to help low income customers and with the boost from Maryland, it is estimated that almost 400 more customers could be assisted in this time of economic crisis, while 1700 customers will benefits in Pennsylvania.     A new tax structure is set for the gas and oil production in Alaska starting in 2010. This change in taxes has been proposed to assist the state in gaining enough revenue from a large diameter natural gas pipeline before space starts being sold for the proposed pipeline, and also to help stabilize the industry, thus giving more job security in Alaska. The decoupling process will make sure that the gas industry and the oil industry are separately taxed making companies more willing to bid for places during the so called “open season” by the Alaska Gas Inducement Act (AGIA). The goal is to encourage predictability in the industry and improve production and development.     The Canadian oil industry has been affected by dropping oil prices, but Energy Minister, Mel Knight along with Canada’s government has ensured that jobs in oil and gas are safe due to a $1.2 billion boost into the Alberta sector. This is considered a short term response to the global economic crisis and is also not to be seen as a “gift” to bail out the oil companies. The Alberta oil workers are only given credit when they earn it. These incentives include a low 5 percent royalty on any new oil and gas wells that are discovered, and a royalty credit for every meter of drilled well.     This week the number of active oil rigs in the United States dropped to 1243, making a decline of 57 altogether. Most of the oil rigs have been listed as searching for natural gas (970), while 260 of them have been looking for oil, and 13 are listed as miscellaneous. The largest oil producing states have been affected the most with Texas losing 26 oil rigs, 7 each being lost by Colorado, Louisiana, and New Mexico, 4 were lost by North Dakota, Oklahoma lost 10, and Wyoming have lost 2. On the other side of the scale Alaska oil seems to be booming as they gained 4 new oil rigs this week. Arkansas also added one.     About 17 feet of oil was discovered in the Four Rivers Project on Saturday the 28th February 2009. The Four Rivers Project consists of various prospects running through parts of Louisiana and Mississippi. The oil was discovered after the third well in the Sunnyside Prospect reached a depth of 6000 feet. There are 2 zones that are considered to be profitable at the moment and the Chief Engineer of the oil company in charge, Pryme, is confident that this primary well and another shallower secondary well will raise the potential for additional drilling locations. One of the new locations set for drilling in a few weeks time is the North Natchez prospect.
